If your an insane clown, couldn't you work the runny makeup into your act? I have been doing makeup for a long time and nothing will stop your sweating 100% if your in a hot climate or your act your ass off.
I do agree with Neena - Mehron barrier spray (evilusions.com has it pretty cheap) works! (I've used it - it worked on a heavily makeup-ed Cowardly Lion under stage lights in a fur suit...ugh)
Spray a layer on your face, let it dry, then put your makeup on, spray again.
Make sure to follow the directions - spray @ 8" from face in 3 sprays (left, middel, right) And even if you start to sweat DO NOT WIPE it, dab.

I've also used acrylic paint - a really havy coat - over the course of the night, it starts to peel, pretty creepy.
