Ken,
"Nerf" is just a b heavy A/B foam mix use three or five lb. flexible A/B foam and add a bit more B till you get the consistency you want do a few test batches. You will need a core in your mold so the foam does not fill it up and vent holes so the foam fills all the areas. Work flex areas into your sculpt so the foam does not get stressed and rip. I would also recommend putting a lycra sleeve over the core for the foam to cling to. You can also tint the foam for intrisinc color.
