Just came across a few latex masks that were left in a room last year and not put away properly. They have visible mold on the outside. What's the best way to clean them? Will bleach harm them?

I'd start with warm soapy water, but I dont think that will kill the source of the mold, and the mold will just return (plus, do you really want to chance that being on someones face and being breathed in?)
Clean it well, let it dry, then treat it with vinegar. Vinegar will kill the mold and should not harm the rubber, assuming it is rubber. Bleach water is another alternative for cleaning the rubber, but it WILL Discolor and weaken the rubber.
Just make sure it is well cleaned, treated, and air dried properly
